HOME Investment Partnership Program and Community Housing Development Organizations(CHDOs) A Community Housing Development Organization (CHDO) is a community -based, nonprofit organization that has, or has a plan to obtain, the capacity to develop affordable housing for the area it serves. IHFA is required to set aside a minimum of 15% of its annual HOME allocation for housing development activities which involve certified CHDOs.
A Certified CHDO must meet all requirements pertaining to legal status, organizational and board structure, By-Laws, staff experience and capacity. CHDO Certification is conducted annually.
