IHFA, Commerce Invite Public Participation in Strategic Planning Efforts

BOISE - - The public is invited to participate in a five-year planning process involving over $100 million in federal housing and community development funds, administered by the Idaho Housing and Finance Association and the Idaho Department of Commerce and Labor. IHFA and IDCL will host regional public open houses - in Rexburg, Montpelier, Jerome, Boise, McCall, Coeur d'Alene and Moscow - from July 20 to August 18 (see attached schedule), and are creating an online needs-assessment survey to accept additional public comments through the fall.

Each year Idaho receives up to $20 million in U.S. Department of Housing and Urban Development block grants for housing and community development projects involving low-income housing, sewer, street and road improvements, and economic development.

From that $20 million, IHFA administers federal HOME and Emergency Shelter Grant funds to non-entitlement communities to support affordable housing and emergency shelter options, while IDCL distributes Idaho Community Development Block Grant funds to support community and economic development projects. Eligible projects include affordable multifamily housing, community infrastructure, public facilities and other resources that benefit communities and their low- to moderate-income residents.

HUD requires states and entitlement communities with populations over 50,000 to submit a consolidated plan, which identifies needs and prescribes strategies and actions to address those needs.

"We know each community is unique," said Julie Williams, vice president of Community Housing Services for IHFA. "Before beginning a strategic plan, we need to hear from constituents and stakeholders about their local priorities. This information allows IHFA to construct a framework from which to address priorities in funding needs on behalf of Idaho's citizens."

"We structure our statewide consolidated plan based on local input," explains Cliff Long, Community & Rural Development administrator for IDCL. "We do our best to support projects that meet the real needs of real Idahoans."
