The Idaho Housing and Finance Association (IHFA) and the Idaho Department of Commerce and Labor (IDCL) are preparing for the 2005 State of Idaho Five-Year Strategic Plan for Housing and Community Development, also known as the Consolidated Plan. This document serves both as an application for federal housing and community block grant funding for Idaho's non-entitlement communities, and as a roadmap for related actions and resource allocation.
As part of the planning process, IHFA and IDCL developed a needs assessment survey during the summer and fall of 2004. Our statewide strategies and actions for the five-year program period beginning April 1, 2005 reflect the observations gathered through this process.
