CALL TO ORDER:
Gerald Hunter welcomed everyone and called the meeting to order at 10:00 a.m. Gerald introduced Carrie House, new Intermountain Fair Housing Council Executive Director and AnaMarie Kesling, IHFA's new Grants Manager.
FAIR HOUSING ISSUES
Brian Dale noted that HUD has 49 events, proclamations, publications and releases planned throughout the State of Idaho. Gerald Hunter noted information on reasonable accommodations was available to attendees. Carrie House discussed chronic fair housing complaints in design of multifamily complexes and advised that they are finding cases of national origin discrimination involving homeowners insurance.
HOUSING LEGISLATIVE UPDATE
Fran Symms discussed the reorganization of the Appropriations Committee and asked for comments on proposed changes to the voucher program.
Jim Adams discussed Congressman Otter's work with Sen. Craig on amendments to the Patriot Act.
Glady Schroeder stated that Senator Craig is now the chairman of the Veterans committee.
STATE LEGISLATIVE ISSUES
Jason Ronk advised that the Contractor registration passed and the law will go into effect January 1, 2006. The responsibility for registration was moved from the Idaho Department of Building Safety to the Bureau of Occupational Licensing.
John Eaton discussed passing of:
- Meth lab cleanup bill
- Real-Estate Commission bill passed requiring Real Estate Branch Managers to become associate Mortgage Brokers
- Change to capital gains law
Paul Pusey stated that the Manufactured Housing bill passed eliminating duplicative Heating Ventilating and Air Conditioning licensing requirements for Idaho built modular homes exported out of state.
Steve Rector mentioned:
- Section 42 property tax issue is ongoing and may require legislation if an agreement is not reached.
- Industrial Revenue Bonds legislation should come back next year.
John Eaton discussed the economic incentive packages that will help bring jobs to Idaho.
Connie Hogland stated that there are many governors and mayors mounting an effort to stop the CDBG move from HUD to the Department of Commerce. Gerald Hunter discussed the significant cuts that would go with the consolidation effort.
Gary Hanes mentioned that Jim Birdsall is taking over as the Director of the Division of Housing and Community Development at the City of Boise.
Connie Hogland stated the City of Boise Continuum of Care will be handled this year by United Way with the intent to move it into IHFA's process next year.
Gerald Hunter mentioned the ongoing debate on Government Service Enterprises (GSE's) Fannie Mae, Freddie Mac and Federal Home Loan Banks with legislation being introduced to provide more oversight and some proposals requiring a 5% net earnings set aside for affordable housing activities.
Glady Schroeder mentioned that Kim Burgess resigned as the Regional Director and requested emails be sent to her until the position is filled.
Jerry Royster brought the Super NOFA schedule and noted that the Regulatory Barriers Clearinghouse Conference will be held in July.
ROUNDTABLE DISCUSSION:
Meliane Curtis announced that they've scheduled a pre-opening sales for members at the Second Chance Building Materials Center, 15th and Grove on April 23, 2005 and a public opening on April 24.
Paul Pusey announced that the Idaho Manufactured Housing Association would host an Appraiser Seminar on May 2, 2005 with Richard Hine instructing.
Erik Kingston
- Housing Roundtables will be held in April in Twin Falls, Coeur d'Alene, Lewiston, Pocatello and Idaho Falls.
- Kuna Review was completed the beginning of March.
- Discussions are underway to provide fair housing training for property managers and realtors.
Glady Schroeder asked that all mail to Senator Craig be sent to the Boise office and mentioned the Medicare prescription drug coverage, Plan D, that will be in effect January 1, 2006.
Gary Hanes discussed proposals for the Community House and noted the Mayor and City Council want a solution by June 1, 2005.
Cindy Williams advised an economic opportunity grant deadline of May 31, 2005 and discussed initiatives US Bank is involved in.
Angela Sisco stated that there are currently 35 families in the State of Idaho building their own self-help homes and EISSA will be celebrating their 100th family this summer. She noted how much funding for self-help families that is no longer available.
Rich Kenny mentioned a housewarming in the city of Buhl for 12 families moving into their self-help homes.
Mary Pridmore noted Neighborhood Revitalization Developments in the Gateway Crossing area, and in the River Myrtle District. She discussed the Valley County and Blaine County planning efforts.
Connie Hogland discussed the efforts of the Economic Improvement Coalition and the Valley County Growth Management Task Force.
Erik Kingston noted that the Blaine County Community Housing Week will be held June 19-25, 2005. For more information contact Advocates for Real Community Housing (ARCH) 726-4411.
Brian Dale stated that June is Home Ownership Month and Best Practices grant training for faith based community groups is being planned in Lewiston for July or August.. Planning a Best Practices grant training up in Lewiston in July or August.
Bob Reed stated May 13th will be the deadline for the third round of Tax Credit applications with the next round scheduled for September.
AnaMarie Kesling mentioned applications are also due on May 13th for HOME's third funding round and there is now a list of certified ADDI lenders on the IHFA website.
Cindy Williams mentioned April is National Financial Education Month.
