2004 Analysis of Impediments to Fair Housing and Accessibility Preliminary Results
Survey Development and Contributors
The Idaho Housing and Finance Association (IHFA) and Idaho Department of Commerce (IDC) contracted with BSU and the Center for Health Policy to conduct the statewide Analysis of Impediments. The survey was designed with help from the State Independent Living Center, ADA Task Force, Idaho Human Rights Commission, Intermountain Fair Housing Council, Idaho Council on Developmental Disabilities, the City of Boise, Association of Idaho Cities, and many other invited stakeholders. Approximately 1,600 written and online surveys were distributed in early 2004 to four audience groups: government officials, housing consumers, housing providers and housing advocates.

Final Report Availability
The final report should be available for viewing and downloading at this location in summer 2004.
Strategic Planning Component
IHFA and the IDC are responsible for producing the State of Idaho Five-Year Plan for Housing and Community Development. This document represents both an assessment of community needs and a plan of action for resource allocation for federal funding from the U.S. Department of Housing and Urban Development, or HUD. The results of the 2004 Analysis of Impediments to Fair Housing and Accessibility Survey will help inform the 2005 Five-Year Plan. This is one way to assess perceived barriers to housing and community resources.
Strategic Planning and Public Participation
Please check the IHFA Web site's "Housing Resources" section after July 1, 2004 for a chance to provide comments for use in the 2005 Strategic Plan for Housing and Community Development.
IHFA and IDC are developing a survey tool to record public input that will help us identify community needs and effective strategies. The year 2000 Strategies are available on a separate handout and on the Web site for review.
Your interest and participation help us better understand local needs, cultivate successful strategies to address those needs, and allocate resources efficiently.
